Q. “The Assam Accord was a landmark political settlement, but its incomplete implementation continues to pose challenges to Assam’s identity, citizenship concerns and border management.” Examine.


Signed on 15 August 1985 following the Assam Movement, the Assam Accord sought to address the foreigners issue while protecting Assam’s socio-cultural identity and promoting economic development. However, several of its commitments remain only partially implemented.

1. Major areas of incomplete implementation

  • Foreigners issue: The Accord’s Clause 5 established the framework for detecting and dealing with foreigners, with 25 March 1971 as the crucial cut-off. However, identification, adjudication and deportation remain complex and contested processes.
  • Clause 6 safeguards: Constitutional, legislative and administrative safeguards for the cultural, social and linguistic identity and heritage of the Assamese people remain a major unresolved issue.
  • Border management: Unsealed stretches, particularly difficult riverine sections of the India–Bangladesh border, continue to pose enforcement challenges.
  • NRC: Although the final NRC was published in 2019, questions concerning its subsequent administrative and legal status have prevented it from becoming an uncontested solution to the citizenship issue.

2. Why implementation remains difficult

  • Complex citizenship documentation and adjudication.
  • Centre–State and inter-agency coordination challenges.
  • Difficult riverine and flood-prone border geography.
  • Constitutional and legal constraints on implementing certain Clause 6 recommendations.
  • Need to balance indigenous protection with equality, due process and constitutional rights.

3. Way Forward

  • Establish a time-bound, clause-wise implementation roadmap.
  • Strengthen technological and physical border surveillance.
  • Ensure speedy and fair citizenship adjudication with due process.
  • Implement Clause 6 safeguards through constitutionally sustainable and inclusive mechanisms.
  • Protect indigenous land, language and cultural heritage while simultaneously promoting employment and development.

The Assam Accord should not remain merely a historical settlement; it must evolve into a durable constitutional and administrative framework. Its effective implementation requires simultaneously safeguarding citizenship integrity, indigenous identity, human rights, border security and inclusive development.
